Just in general a config options should only be added if there is
a usecase for several people. Each config option will have to be maintained
in the future and thus multiplies complexity of the product.

I have not looked into the use case for "Precedence: bulk",
for me an important argument would be, if you can make a case about
other people having a need for this.
