First of all I'd like to express a regret about my late and incomplete replies.

Yes, I think.  I use references:
 <a href="user?@template=users/index">All</a>
 <a href="user?@template=users/new">New</a>

which show

 users/user.index.html
 users/user.new.html
accordingly.

Of course the best way is to check by applying the patch in my system.
 I'll try to review the patch in the next week.

I  fully  agree.  Things  under  html  dir  have  to  be considered as
publicly available.
