bdist_rpm should use better group name (package
classification) and declare requirement for python2.3

My rpm REQUIRENAME is:
/usr/bin/env
/usr/bin/python
python(abi) = 2.4
rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
So it seems it has dependence on correct python version
(which was used to build rpm).

It looks like we will be needing version 2.7 or newer,
so I think this is obsolete.
It's possible bdist_rpm is still screwing up the version requirement
but I can't check that. Also AFAIK there are no rpm's being built
for redistribution for the 1.5 series. The only ones I saw were for
1.4 and for mandriva (sp??) distribution.
If this is still a problem, please reopen.
