Issue names like 'issue327' are unacceptable, what I
need is a name like 'taxrept0602'.

Naming is of central importance for the efficiency of the
work I organise.

It would be great if this could be subjected to further
constraints, such as conformance to a certain regex or
uniqueness within a broader context (e.g. a primary key
field shared between roundup and other applications).
