I recently added the TimeLog capability that is 
explained in the customizing document.  After using it 
for a day or so, I noticed that the time logs are 
associated with the issue but not with the message.

The attached patch changes the document so that time 
logs are stored with the message as well as the issue.

Since I was using the time logs for billable time, 
being able to tie the work done with the time logged 
was useful.  This is also more consistent, since 
attached files are stored with the message.
