Good day!
I use roundup 1.4.9. When user send email to roundup, new issue created,
but dispatcher not recieve notification via e-mail.

I'm not sure who you mean with "dispatcher".
- If you mean the submitting user, you should set "add_author = yes" in
  the [nosy] section of config.ini
- If you want certain users to *always* receive new issues you can set up
  changed nosy processing (always add certain users to the nosy list) or
  email new issues to a specific email address.

This is a customisation that won't be done for the standard setup.
