References to SVN commit releases (an r + a number) point to
svn.python.org -- they should point to roundups SVN.

Example: r4411 should point to a fixed issue in the german locale
strings. Instead it points to a 1994 bug-fix that guido did in python :-(

Stefan, can you look into this one, sorry, the original msg wasn't sent
to you, seems the tracker doesn't put 'assigned_to' on the nosy list on
issue creation...

OK, I updated our instance data and restarted the server. Seems to have
worked.
