Per XHTML deprecation notice in 2.3.0, remove XHTML support in 2.4.0 July 2024.

configuration.py changed to disable/reject xhtml.
This will cause roundup-admin updateconfig to throw an error.
I am keeping the backend support around until 2.5 and will remove input_xhtml and
xhtml_cgi_escape_attrs and their callers in 2.5.
