Fix unclosed filehandles in msgfmt.py and dist/command/build.py when building locale or .mo files. Ran: PYTHONWARNINGS=error python3 setup.py build and PYTHONWARNINGS=error python3 setup.py sdist no more warnings. When using: PYTHONWARNINGS=error python3 setup.py bdist_wheel (or build_doc) complain because I am using setup.py. Not fixing these yet.
