It would be nice if a filter can be saved with a title,
and 
selectable via a dropdown in the page header. For
example, I'd 
like to be able to tweak "Open issues"
to not include deferred or 
done-cbb issues on an ad hoc
basis.

This is not a bug, and the feature you are requesting is 
one of either: 
  . an instance default for "open issues", which is now 
    more easily configurable (in CVS) 
  . per-user remembering the "last view" which is an 
    open feature request.
