we had a lot of issues with roundup redirecting to an
absolute fixed URL that was specified in the config
file, but only when clicking submit buttons (not URLs).
if submit buttons used relative or at least
site-relative URLs that would make configuration a lot
easier (esp proxy forwarding).

The TRACKER_WEB variable is used in many places, not just
redirects. It's not going away any time soon.
This is not a BUG.
