in the log of actions, each entry seems to show the
previous state as what variables were changed to

I think you're reading it incorrectly. The journal entries store the old 
value for properties, not what they changed to. So from your 
description, they're showing the correct values.

Is there any way to change this?  It seems that the most
useful thing to show for state changes would be "old ->
new", like in the e-mail notifications sent to the nosy
list.  I'll try to tweak my installation to do that - any
estimate on how difficult it would be?

The current development code (ie. CVS) does show the old -> 
new transition right now for all types except for multilinks, where a 
more terse add/remove display is used.
