I must be missing something. Why do we need this when we
have the journal? Or was this issue submitted before having
a journal?

Sure it's in the journal. The proposal is to add an Item property akin to 
"creation", "creator" and "activity" which is called "activity_by" or similar 
which mirrors "creator" but for the last change. This is then very 
convenient to be listed in index pages showing *who* made the last 
change on an issue.
