If I use the 
URL:

http://localhost:8080/sysadmin/issue5?@error_message=foo

I 
see an error banner with the word foo.

If I 
use:
http://localhost:8080/sysadmin/index?@error_message=foo

or:

http://localhost:8080/sysadmin/?@error_message=foo

I 
see no error banner.

This is an issue for the goto item 
functionality. I claim that entering a non-existant issue number, not 
entering any value, or entering an invalid value (e.g. non-numeric) 
should result in the submitting page being redisplayed with an error 
message. If the page that was used to sumbit the erroneous issue 
is one of the last two pages, I can't get the error message 
shown.

This is roundup 0.6.0 from cvs on Friday

Yep, this is in the "too hard" basket at the moment.

Finally I've been able to clean things up so this is fixable.
