The doc string of roundup.AdminTool.listTemplates() states
"Look in three places" which should be "four places".
And all this is undocumented, except for this bug and the
corresponding message on roundup-devel.

Oh, I just noticed that this bug is about documenting that.
So only the 'Look in three places' docstring should be fixed.
It may be worth documenting the order in which templates are
searched for, currently it is "last match wins".

I've already implemented Thomas' suggestion (see bug
#827497), so we're back to documenting template packaging.
