Running roundup0.7.1 on Windows system. Using 'classic' 
template with 'anydbm' backend.

When NOT logged in and looking at a specific issue (on 
Issue Edit page) then there are several problems:-

a. the layout of the page is not very good (though 
acceptable)

b. the 'list' hot spot against the 'Nosy List' brings up 
the 'List Issues' in a separate window. (If anything it 
should bring up the Nosy List).

c. Really ALL the 'list' hot spots should be removed when 
not logged in. (This should be a strictly limited viewing 
page)

I'm not entirely convinced these are errors. I'll consider the idea of 
hiding the popup links in "read-only" mode though.
