It didn't do in previous releases (did it?),
and I think the current documentation explains 
that emails always create unknown users.

MIGRATION.txt should mention that the mail interface
now also checks the value of ANONYMOUS_REGISTER
and the comment in instance_config.py must be
updated.

Or was this change in behaviour unintentional?
