We just switched our server from RH AS2.1 to EL3.0. Our database
is mounted via NFS. I don't know why flock() worked in the
previous
setup, but now it fails with "No locks available", as Mark
described.

I applied Mark's patch and can confirm that it solves the
problem.
+1 for applying a similar patch, with the default locking
method being the 
same as it ever was, but a config option to switch to the
NFS compatible
one...
