In 0.8.0b1 running roundup-server with the"-S" option
does not add a "[trackers]" section or description if
no tracker names are supplied on the command line.

The section description text is also not shown.

I expected running 'roundup-server -S -C
config-server.ini' would create all necessary sections
in the configuration file and was puzzled when there
seemed to be no way to specify tracker homes.

Reading the code revealed the description for the
"[trackers]" section, which I subsquently discovered is
only generated if a name=value pair is supplied on the
command line.

It would be helpful if this section is always included
so it's obvious where the tracker configuration should
go in the file.
