Once a user submits a change to an issue, if they
reload the following page, some web browsers will
re-submit the form automatically.

This is bad.

We should at least make sure that the subsequent page
has all the changes the user has made. Additionally, we
could redirect the user back to the issue page, forcing
the browser to make a fresh load of the page and
avoiding all reloading issues.
