"setup.py install" terminates prematurely with

error: can't copy 'cgi-bin\roundup.cgi': doesn't exist
or not a regular file

because the cgi-bin directory is missing in the Roundup
1.3.0 tarball.

If I create 'cgi-bin\roundup.cgi' manually, "setup.py
install" works fine.
