I am having trouble converting my roundup 0.7.6 issue
tracker to roundup 0.8.0, so I thought I would try
exporting the 0.7.6 issue tracker and importing it into
a new 0.8.0 tracker. I don't have a lot of
customizations, so I thought it export/import might
make let me side step the problems.  Ultimately, it
didn't work, but here is a bug I fixed along the way.

admin.py has references to the nonexistent
csv.colon_separated. This patch fixes the problem.
