If I submit an e-mail to roundup with the subject line

  [issue] setting priority and nosy list 
[priority=bug;nosy=john,mary]

(line probably broken)

then I expect the nosy list to include the sender and 
other people specified.
This does not work, the nosy list consists only of 
"sender".
