As discussed in January on roundup-user (subject:
quick poll), the removal of quoted text can be
quite annoying. Richard, Roch'e and several others
(including myself) leaned towards disabling this
feature, but it seems that this was never implemented.

Attached is a patch for 0.4.1 which disables it.
