While most issues can be publicly visible on the web 
without any problems and its very useful to have the 
trackers available to everyone, some contain information 
that really shouldn't be available to anyone except the 
development team (eg security holes). It would be useful 
to be able to suppress message visibility on the web for 
certain classes of user (eg anonymous), while leaving it 
visible for everyone else...
