I don't know what you are asking for here.

The tracker already has an email address that can be used to add new
issues to the tracker and work with existing issues. This
is what I would expect would be used for development.

As always, if you are nosy on an issue you will get an email on new
messages.

Also the roundup-devel list gets new issue notifications.x

Do you want an email list where all changes to the tracker will be sent?

If so, do you want to remove tracker new issue notifications from
roundup-devel and add them to this new list?

How is your use case not handled by the current setup?
