  python3 roundup/scripts/roundup_server.py -n 0.0.0.0 -p 9017 -L 
demo=demo

on a linux box with the logging.ini in this ticket and I have an 
http.log file with:

so I'm not quite sure what is happening for you.

I'll see if I can scrounge up a windows server system. What windows 
version are you running?
