Unfortunately the pip package was never official.

Debian still ships gpgme, see
https://packages.debian.org/search?keywords=libgpgme
e.g. https://packages.debian.org/bookworm/libgpgme-dev

I'll see further how the current GnuPG python bindings
can be build on current Ubuntu and Debian systems and get back here.
