I have applied the test index change in changeset:   8321:71e961941be6

What's the status on getting the test index gpg into the production index?

Also Paul do you know if the newer version of gpg will work with python 3.7
or 3.8 running on earlier versions of ubuntu?

If we can't get this into the production pypi, I will have to update the
documentation for installing gpg. Is there any way for the user to know when
pypi production gets updated?
