It's when you're searching for a Link or Multilink property to user,
e.g. creator of an issue:

https://tracker/path/issue?:filter=creator&creator=username

Normally (when try_id_parsing is set) you can specify the ID or the key
property (username) of the creator you're searching for.

When try_id_parsing is False you can no longer use the ID and numeric
values will be interpreted as the key property. Note that the same
applies in the REST-API.
